Weird fan noises

My 980ti fans only activate when reaching 63 Celsius.When it reaches 63 Celsius, the fans keep spinning for like 2.5 seconds or so (very silently), stop, and start again over and over to keep it at 63 celsius.

Every time the fans start again there is some weird mechanical noise, very loud that is hard to describe, coming from them lasting 0.3 seconds or so.Is it normal or should I worry?
