weird dsl problem

Using dsl through a siemens router.(ppoe handled by the router)
Was working fine under winxp. I just reinstalled win2k( clean install) and applied all the patches etc.
The problem is that the browsing/donloading is very slow and it speeds up when I open an new website or start downloading from other site.
(The speed of the first download increases when I start another download)
I have one more xp machine on the same router which works fine..
