Solved.
Somehow my desktop variable in Mate was set to being ~Dropbox. instead of Desktop.
I edited that and it was fixed. I have no idea how that got set on a clean in stall.
I was trying out elementaryOS for a week or so but quit it as I couldn't get the dropbox icon to work.
Tonight I installed the Mint 17 mate RC version.
I installed dropbox and now instead of putting files in ~Dropbox they show up on my desktop.
If I create a file in ~Dropbox it shows up on my desktop.
Files are in ~Dropbox and ~Desktop. so there's a symlink right? well I can't find it.
symlinks -v /home/ME shows nothing
ls -lah | grep ^l nothing as well.
I deleted everything related to dropbox and reinstalled same thing. it immediately downloads my dropbox files to the desktop.
any ideas
