Weird delay in windows XP

When I start or shutdown a program I get a delay for like 3seconds.
I did not have this delay problem before.
And I'm sure what software or drivers that made this happen.
But I started to notice this some time after I installed SP1 for windows XP.
If you have the same problem and maby a solution please tell me.
