Weird CPU Problem AMD XP/WIN XP/Soyo

I have a 2100 AMD XP CPU and a Soyo KT 400 Ultra motherboard with Windows XP. The problem I'm having is that my computer will run fine for awhile, but whenever I restart after installing new programs or whatever my computer will run very very slow. And when I check in control panel under system info it says I have a AMD XP 2100 @ 866 MHZ! Sometimes it say 864 or 867MHZ. But I don't understand what is causing this problem, could I have a bad CPU? Anyone ever have anything like this happen to you? Right now the computer is fine and I can play games and everything with no slow down at all, but whenever the CPU is clocked down I cannot do anything cause its so slow and I have to shut down the comp and then turn it back on to get it to work. Restarting won't fix the comp has to be turned off. Any ideas??

First off-the-cuff guess: the motherboard's battery might need to be replaced. It's only about $2 at the local supermarket's camera bar, so give that a try. You'll probably have to go into the motherboard's BIOS and set your CPU's frontside-bus setting at 133MHz after replacing the battery (unplug the system and press the power button to discharge your power supply before replacing the battery).
