I recently upgraded to 300/20 Mbps cable. I ran a few downloads after registering the ISPs modem and I was getting the 38 MB/s download and then some, up to 44 MB/s through over provisioning.

These are speeds I got through IDM running 24 connections. Through any browser, the max I'm capable of getting is 1.2 MB/s. The same speeds I had under 100/10 and 60/4, and even 25/1 years ago. What gives?

I'm using up to date hardware. Duplexing is set to 1 Gbps, I've got brand new CAT6 cables, as well.
 
Sounds like you are getting to the point where the upload speed from the providing server will be your biggest limitation.

I would recommend a speed test like Ookla or one provided by you ISP and cinfirm the speed you are getting.
 
Is your browser downloading large files from the same site that you were tested at speeds of 44 MB/s? Not every website is capable of delivering content at your maximum download speed, due to limits on their end or congestion. In addition not every content is deserving of 44 MB/s. For example a 200KB png file will never be delivered to you at 44MB/s.
