Weird boot up issue

I have recently built a second machine from spare parts and when you turn it on the windows wasn't shut down properly screen comes up. I chose to boot normally and it just reboots to the same screen. If I unplug the power cable, plug it back in and turn it on the screen comes up once and after choosing normal it boots into XP. Any tips?
