weird blury picture problem

once in a while my screen will show the desktop and everything blurry all of a sudden. it happens very rarely and i dont know how to reproduce the problem. but after a restart the problem will go away. because the problem went away after a restart, it is probablly a video card problem right?

Hard to say, next time it happens get a screenshot to post, likely somebody has seen the same thing..

but if the problem goes away after a restart shouldn't it be the video card problem. also there was one time where it happened, i thought it was the resolution problem so i try to go change it but the background turned to blue when i tried to

Well I was thinking of a couple other remote possibilities, but when you say the screen turns blue when you change the resolution I would have to agree that there is something wrong with the video.
