Right now I am stable at 3.8, using a 21 multi ( from turbo being one ). I wanted to turn off turbo and drop down to 20 so I could use my DVID. The issue is that I need a big big jump in voltage to even boot going from 181x21 vs 191x20. Anyone run into an issue like this? I am using a ga-x58-ud5 with the latest bios.
 
Try upping the voltage on the BCLK. I had the same issue on my ASUS P6T but settled for using turbo.
 
What board are you using? When I went faster on mine things got squirrely too. But running at 3.8 this machine is no slouch - and it's extremly reliable so I'm good with it.
 
im using a GA-x58-UD5

I tweaked some voltages last night using a 20 multi, but it does not seem to like anywhere near the voltages I have set for the 21 multi.
