If the ceremony is at 1:00, but gusts arrive at 12:30... do you put "at 1:00pm..." or "at 12:30..." as the time on the invitations?

We put ceremony at 5:00 and people showed up early. The people who were late would have been late regardless of what time we told them to come, so it doesn't matter much.

Late people are habitual and will show up after any time you put down. I would go with the time you want people to be there and let the adults arrive when they do.
