Websites where I can post programming offers?

I may need to get some programming done by someone for an application if the company I'm talking with right now doesn't want to try and come to a conclusion.

I've seen two sites before where you post what you want and how much you can pay, then people agree to it and you pick who you want. One site had an online portfoilio for each person as well.
