IIS is what you need. IIS 5 comes with windows 2000 and i noticed when formatting my roomates computer that IIS comes with windows 98se as well but im not sure what version that is that comes with it. its all pretty simple to use but IIS is just one big security hole so youll probably want to get a firewall. i recommend zone alarm. its free and its one of the best ones out there.

you dont need NT for a webserver...you dont need IIS either.
just goto www.winfiles.com and look around for webservers for win9x...
savant worked pretty good for me.

IIS is only on NT and Win2k
for Win98 you must install PWS off the Windows CD

And its not "one big security hole" if you have the latest patched you are fine, and wont need a firewall.

yes you would probably need a static ip unless you want people to chase your web page around every time your ip changes. plus if you have a domain registered it points at an ip. if that ip changes, that domain name doesnt point to anything valid.

and, you must get a real operating system once your site gains popularity.
