Website frame or table help

Ok, I got a newbie web design question. Looking at a site such as ESPN.com, it looks to me like they have four frames, left to right. When using the mouse to scroll down, all the 'frames' also scroll down. Making my website, I can't get it to do this. I either can have each one scroll individually or not at all. Any help?

They do not use frames...no respecitible site will. Frames are so 1997, lol. They use CSS for their formathing and a Cr@p load of client site Javascript for various other functions, but that does not concern you . The only table on their site when I looked at it, was in the HP ad banner.
