I'm looking for a relatively cheap solution to create some basic web pages for family members (for business, a church, maybe a personal one) so nothing really fancy. Maybe a forum board for the church.

I dont want to handwrite everything from scratch in wordpad btw...

SO what do you guys/gals recommend? I'd prefer to spend under $150 on this. Thanks.

You probably can use the money for a graphic program and web hosting since you wanted a forum. If you need a web host, I can suggest one for you.
 
I would recommend Macromedia(Adobe) Dreamweaver. Don't use Frontpage or Golive those are not good at all.
