Webpage (Wiki, Sharepoint, Drupal, etc) without a webserver?

I want a simple content management system to create some simple webpages, but I want it to run on a Windows network, without the need for a webserver (PHP, etc.).

Does something like this exist?

I could probably do it manually with .htm documents in MS Office, but I thought there might be a nice simple open source solution that already exists.

PHP is not a web server.

I think personally you have no idea exactly what you are trying to do...Its not a insult, I just think you are confused 🙂

Plus, you can install whatever you need on your own PC. Then, with your Windows firewall, allow everyone inside your network to access it.
