webcam not connected or in use error in win98

I recently installed an Intel pro pc camera and now i am unable to use
it or any other webcam. I get the error "camera in use or not connected
error" from any video application including Intels Create & Share.

I have been using various cameras (ibm, kensington, d-link)
over the past 2 years and have never had this problem until i
installed Intel software & wanted to use the pro pc camera.

Now i can't even use the other cameras even after uninstalling the
Intel software & reinstalling their software. Intel support is a joke.

i have tried
1. Uninstall all camera softwares & reinstall them
2. removed ghost drivers in safe mode
3. verified that the driver loads under device manager
4. the intel camera hardware works - verified it on another machine.
None of them solved the issue.

My guess is that some windows files were replaced by the intel install
and is causing the issue. Ie there a way to restore the system files
for USB video from the CAB files or the compaq quickrestore CD.

Any ideas ? help highly appreciated.
I am on windows 98 AMD 350 processor compaq machine.
