webcam for taking action stills?

I was thinking it would be pretty cool to keep a laptop in my backpack and then lik mount a webcam on my shoulder or something and have a little shutter button extension in my hand so it would be really effortless to take pics of whatever I'm looking at without getting out a camera each time.

Are there any webcams that are good at taking fast-action stills? (I want to be able to take pics while I'm walking and that means the frame is going to be jumping all around with every step). So I need something that's good at "freezing" motion without any blurring
