Web Payments questions

I'm in the process of creating the website for my little web services now and I need something to handle payments.

I read an old post here

Will whoiscart allow me to create accounts and bill the user if someone just wants to order over the phone?

Also, which account will I need with paysystems? I e-mailed them and asked which one I should get and they reccomended a merchants account. The e-mail said $99 for activation and setup, $9.95 monthly, then $.35 per transaction. To me, that seems kind of high. Do I really need the merchants account?

edit: they said they can waive the setup fee

Use paypal, it's free and is starting to get a lot more professional now.

Just find a nice billing system in php, or write your own to use paypal.
