Web hosting help

My dad's friend has a small website where he has information about products he's invented (golf stuff). It's just basic information, no shopping carts or intensive graphics or anything. He told me they were charging him over $500 a year for the hosting, which is a total ripoff. I told him with the amount of information he has on his site and the predicted traffic, he could probably get sufficient fast hosting for like $10 a month.

My question is; what information do I need in order to "transfer" the domain? He owns the domain name, but he didn't tell me what company he used to register it (most likely the same company that designed the website for him). I'm pretty much a noob when it comes to webhosting stuff like this, I'd appreciate any help.

Cliff notes:
1. Dad's friend owns domain name, wants to switch webhosting companies
2. I need to know what information I need from him and how to do it

I'm not sure exactly why it's blank.

I have a CD given to him by the person that designed the website, with the entire website on there. Do I just need to sign up with a new hoster, then change the name server/ip address?

You need to know:

1) His domain registrar's web site, username and password so you can login and change the DNS name servers.
2) The new web hosts's DNS name servers.
3) Wait for propogation and you're done.
