Web Dev as a side job

I've been wanting to get into web dev. I have experience maintaining sites and some design. The thing is, I want to have clients and stuff and I don't have any of that. I was thinking about looking up companies local that having lacking sites and making a improvement to them and then emailing them and offering some kind of discount since I'm new. I really don't know how to break into this.... Any ideas? I have .NET experience, MySQL, some PHP (mainly with drupal and wordpress).
 
You really need to have something to show your skills for buy in, something like a portfolio of sorts even if it's just sample sites, personal sites or templates otherwise cold calling companies might prove a bit tricky.

You will have to go after the low hanging fruit first until you build up a proper portfolio/reputation so companies with a bad website or no website are pretty much your best bets. You can strengthen your position if you do some mockups of their website in your vision as anything visual to show is a good starting point in striking up a conversation leading towards work. You'll need to justify why they should have a new or better website and drive home what is the ROI for them.
