So, a friend is having an issue with his internet. There are several computers in his house, and he uses his own computer for browsing as well as torrenting. Periodically, it will tell him that his browser can't connect to the web page, while the torrent software is still functional.
This issue is affecting both firefox and IE, while no other computers are affected. Restarting the computer restores functionality, but this is inconvenient and not permanent. After a while the problem re-occurs. Sometimes, it will be for only a second, and a quick refresh is effective, but other times it does require a restart.
My first thought was a firewall that is occasionally blocking port 80, but he confirmed that even the Windows Firewall is disabled.
My second thought would be that he is saturating his upload, which would fit his description of the issue, aside from the part where no other computers are affected.
