We have a small restaurant here in out hometown and I'm planning to switch to a Web based Authentication for our Wifi connection ( for our customers )

Having a Web Portal before being able to access the net... instead on the usual WEP/WPA key

So my question is that is there any simple way to do this ? in Windows ? or etc ?

I know there are expensive routers out there that support these features... and setting up linux as NAT/Access Point could also work.. but i'm a newb at linux

You're looking for a "captive portal". Many of the business class wireless routers offer this functionality. I don't deal in SOHO stuff or I'd recommend something.

I haven't set this up yet, but I plan to very soon. If you have a DD-WRT capable device you can often get everything you need in one little package. Otherwise, as others have suggested get an off-the-shelf appliance that will do it for you. I'm likely to head the monowall or pfsense way, with a dedicated firewall that supports Captive networks.
