Web Accessible Camera Feeds

I really don't know where to put this topic, since it is a lot of a bunch of topics combined. I have someone that wants to create web accessible video footage from a series of cameras. The only brand of camera I know to go with is Axis at this point. There are some restrictions I have on this right now.

1. I am going to start out with 9 cameras. More may be added, so this solution must be expandable.
2. They will have a T1, but I have been allocated a max upload of 768k at this point. I'd like for the solution to throttle itself. So if I had 6 users looking at the cameras, each would get 128k streamed to them.
3. I would like a way to control web access to these streams as well, creating logins for certain periods of time. Perhaps I would just have to manage logins myself and remove them as necessary.

Sound is not necessary for these camera streams. Any help would be greatly appreciated.
 
Are you looking just for streams, or are you wanting DVR functionality as well?

9 cameras are the cut offs for a lot of the products. After that it's a big jump up to 16. So you really need to take that into consideration when purchasing.

Also, what sort of budget do you have in mind? Are you looking for something that can be viewed through IE without software, or do you mind having to load client viewers to sign into the DVR's?
 
I would like to view through Internet Explorer or another browser. A plugin would probably be the most I would want the viewers to install. There should be no need to save anything. If they don't view it, they miss it.

Nine is what these people want to start with right now. They do want more in the future most likely. Could this be two separate systems? Two sets of nine cameras?

I don't know of a budget at this point. It's not an open budget, but it's my job to find some realistic prices for them. Are there low and high end options for this?
 
My company does something like that.

We have 3 cameras. 2 are up right now.

We use cannon cameras that allow users to gain access to them one at a time.

The cameras are about $1200 each, but the zoom + the focus is amazing. We have a deal with a wireless carrier, so the cameras are connected wirelessly via microwave dish.
