I found this in a Popular Science article and it says that it lets soldiers fly at more than 250mph and houses an oxygen supply, steering controls, and a space to store 110 pounds of weapons and gear, as well as a parachute for landing. It can travel a distance of 25 miles from their jumping point.

It's for special forces insertion, the drop point (read: aircraft) can be much further from the actual target this way. Aircraft are loud, these aren't
