At times a MSI-45 with a xeon 3110 pc wont start after it is shut off even with default settings the longer it is off the worse it gets.
PC starts 3x a day for two weeks normal.
After removing a extra intel pci-e nic card no start. clear bios it starts.
Can only change minor settings in bios that dont require a complete cold boot or no boot.
Does this sound like bad P.S. {voltage measures normal on meter}
PS is less then a year old Enhanced enp-5150gh v.4 500w twin 18a lines

Only durning a cold post does the cpu wait for voltage to become stable then resets cpu to start bios.

I would never post with out first checking all voltages battery.
Most mb will start up without a battery . battery at 3.16v
This first mb I ever put pwn fans on tiny nb fan 2 -small 1400rpm 0.30a fans
Mb hung on boot last nite again 1 pawn fan stopped 3 other fans slowed down.
Pawn voltage 9.65 on header The cpu fan on the control pwn slowed to like half of normal.
I removed the 3 pawn fans but left cpu fan on the 4 pin header.{thats next}
Reset bios and powered off and on 20x
The problem doesnt happen to often so its hard to locate.
This is the only quiet pc I have.
I got i7 but the CF is to noisy even 50%
