Will WD40 Kill a processor?

I was using it to clean a heatsink and didn't dry it off very well, and cleaned the cpu die, now the system doesn't start, only get an annoying siren sound from the speaker...
 
I'm guessing that since WD40 is non-conductive, it shouldn't have hurt it. But since it doesn't work, I'd get some spray carburetor cleaner like Berryman's B12 and spray it down. Then dip it in alcohol to wash off the carburetor cleaner, which will eat up some plastics, and dry it with a hairdryer. Then try it again.
