WD 500gb RE2, external enclosure, and new partition size

Hi.
I bought this HD, and put it in this enclosure.
Installed fine, hooked up to comp via USB, turned power ON (enclosure) and windows XP recognized external USB drive. Everything seemed OK.

Went to My Computer >> Manage >> Disk Management
There, it showed up as Disk 2. Wanted to create a new partition, but the size (in MB) is only 476938 (my other option is 18185). Shouldn't the size be 512000MB (1024x500)?

Does it have anything to do with TDLER? I plan on disabling that, but I wanted to make a new partition first.

oh...so if talking about ram, the amount i thought was correct actually is, when talking about other stuff, it uses...base 10? gg standards
