I've seen 3 articles on this new DFRC, and 2 of them have said it is a FPS limiter with adjusted clock rates, and this one is talking about refresh rates. Which is it?

I'm going to guess it is a Frame rate cap, and not a refresh rate feature, as this particular article states. I am guessing this based on the name, "Dynamic Frame Rate Control". Maybe both features will be incorporated? That might be nice.
