Ways to open disk management

I have an old HD that I'm trying to add to my rig, so I need to open disk management. However, none of the ways that should work are not.

When I select "manage" from My Computer, nothing opens up. When I click computer management from control panel > administrative tools, nothing opens up. When I open the file location for the computer management and click on the app itself to run it, nothing happens. I've tried ro Run C:\Windows\System32\compmgmtlauncher.exe, and gotten nothing. I've rebooted and tried all of this again, I've clicked "run as administrator", and everything else I can think of, but for some reason I can't get disk management or computer management to run

I'm not very happy with Vista right now
 
I have something similar on my Vista Business x32 system. Since it was first installed from scratch, "Problem Reports and Solutions" (wercon.exe in "Maintenance") won't open from the menu, even using "run as Administrator". No error messages or event messages are generated.

The only way I've ever gotten it to run is by opening a Command Prompt as Administrator and running it from the command line.
