I'm looking for something that will allow for me to accept credit card payments but cost less than Propay.

What's the best option out there for this?

I don't know how much Propay is, but GC is slightly less than PP. However, payor does not need a PP account to pay you. GC requires the payor to have a GC account.

Really?

So if someone paid me for something buy giving me their CC info to process, I couldn't process it on my own using Google Checkout?

That' won't work if that's the case...

More retail-ish.

For my wife, she's doing a home show kind of business and accepts payments for credit cards by people providing their credit card info on the spot and then she'd process the charge later on.

Open a merchant account then. All you need is a Terminal (should be ~200-300 - like the one you see at small businesses) and a phone line (faster if you have DSL).

Just remember, you can always negotiate your rates when signing up. Most like, there will be a contract for ~3 years but you can talk out of it before you sign up (make sure that the agent writes "no termination fees" when you sign up the contract).

Any major bank (wells fargo, BoA etc.) can set you up with a merchant account but their rates are usually high. Costco also offers merchant account services and is usually very competitive.
