Way to shrink a volume?

I'm just wondering.

Would it be possible to take lets say a 10gb partition with 1gb of data on it and shrink the partition to 5gb?

I know you can extend a partion from 5gb to 10gb with no problems using diskpart, cant find any info about shrinking. Are there third party tools which do that?
 
Parition Magic should do it, but I would make a backup first. Another option would be to make an image (ghost, drive image, etc) and then blow away the partition and restore the image using whatever size partition you want.
