Way to lock default printer? (Windows 2000)

I'm looking for a way, if it is possible, to prevent the default printer from being changed while still allowing for the ability to change the destination printer at the time of printing. In other words, you could still print to any printer via the dropdown list in print properties, but the default printer would always stay the same and could not be changed. (Redundant, yes).

Anyone know of a way to do this?
