I found this out in the Tweaks R Us forum, and it's really easy to do if anyone is having trouble with the clock throttling, while you know the temps are normal.
Just use RivaTuner and enable the Low Power 3d control (don't just check it, set the value to 1 also). Also, you might want to disable the "Test" also, since it's kinda stupid anyway. Then just use RivaTuner to set the low power 3d to the same clockspeeds as your normal overclock so then when it dicides to throttle, it doesn't really throttle
I think you have to use Riva Tuner to Overclock, or at least set it up so that it will have the low power 3d mode to have the same clocks, not really sure.
Also, check the box that says "Alternative Startup Daemon" since you need it to use low power 3d control.
I heard also that you can use ATITool somehow, but I'm not really sure. At least I get to keep my 91.31 drivers
