Way to block processes?

what proccesses do you want to stop?

you can go into msconfig and disable some of the start up items in there. Or you can go into the control panel, administrative tools, then services, then select the services you want to disable.
 
You could use NTFS ACLs to deny all access to the executable, but it would make more sense to figure out why it's running and to stop it the correct way.
 
need more information. Are you trying to stop malware from running, or trying to stop office users from running solitare?
 
I want mdnsresponder.exe to never load. I'm just ocd about processes I guess, and I only want certain processes running.

Either you want Bonjour installed or you don't, it seems silly (IMHO) to install it then cripple it by stopping needed services from running. But if you must, you should be able to set the service to 'disabled' in the SCM.

That's whats weird is that I don't see Bonjour in Add/Remove Programs or in the SCM.

In SCM it might be under Apple something or Multicast DNS. Weird you don't see it in Add/Remove. What Apple software you have installed?
