wavy lines on LCD

Here's the story on this computer.
It is currently running redhat8(previously redhat 7.3) and it is a dell dimension XPSt700.
It has an elsa gladiac TNT2 chip on the AGP card, and all the other standard stuff.
It used to be connected to a KDS CRT monitor, but I have since changed it to an NED LCD1830.
The problem with it now is that whenever I am looking at a window, the edges of the window(which should be straight) start to distort when I scroll down in the window. When I say distort, I mean the edges start to take on a wavy form.

Very bizarre. Do you think this is an X server problem? Moreover, why is it that when I run the display setup GUI program, it doesnt seem to solve the problem?

I have tried this monitor with other computers in my office and the problem can only be reproduced with this computer.

I am open to suggestions/advice on which headache meds work the best. Oh, and the monitor thing too 🙂
