Wattage needed for this build?

No GPU, integrated graphics only.
8Gb 1600 MHz memory
ATX mobo

I'm thinking a 400 watter would be more than enough. Not sure about anything less.

The CPU is 65W (TDP), the rest don't use much, maybe 50W. You really can't even find a retail ATX PSU that won't have enough watts.

a 400 watter would be perfect for that setup, that'd leave you some headroom later if you upgrade or add a vid card.

400watt was what I chose for my low power system because 400 was the smallest 80 plus gold psu available. Even tho I only use about 100W max load
your listed hardware will use a bit less than mine
ideally you want 2x the wattage you "need" because psu's are most efficient when around 50% loaded
There are some good/cheap 300W bronze psu's out there too ie: SeaSonic SS-300ET

your price, and the form factor of your build are more important considerations

You'd be fine with a 200W PSU, but there's really no point in buying one as the price difference is pretty negligible between 200W and 400W PSUs with discounts and rebates available. Go for a 400W PSU if you can find a good deal on one, it will allow you to add a GPU later if you want to.

Good brands are Seasonic, Corsair, and Antec.
