wattage in PSUs

So for example, a a 700W PSU will max out at that output. However, it doesn't always run at 700W right? It only takes as much energy as it needs?

That's correct. The PSU only draws as much power from the wall as it needs (but you have to allow for the "efficiency factor")

HOWEVER, that only tells part of the story...
