"Watermarks" on Instrument Panel

My mother got my brother's car to a car wash and somehow they left some "watermarks" on the transparent plastic covering the speedometer and the other instruments. He have tried cleaning it with rubbing alcohol, water and glass cleaner with no effect.

Does someone knows what can be used to remove the marks?

I thought the same, but when we did a closer inspection and look through the plastic moving toward it. You can clearly see the marks on the front. The plastic is thick enough to easily notice it.
 
It might not be watermarks but some type of dash cleaner spray, etc. Like Armor-All.

I'd try soap and water, don't work at it too hard or you'll scratch the plastic and get upset with yourself.
 
You might need one of those light abrasive cleaners. I remember I wiped the plastic on my older G35 that showed the temp/compass reading and made it all blurry. No amount of soap water/other cleaners worked. I forgot exactly which cleaner I used, but it made it all sparkly.
