Tiny air conditioners are used to cool microchips in laptop computers.
I think they must mean thermoelectric coolers, but I wasn't aware of any laptop that uses them.. that seems quite pointless.

 
I think they just had the platform vibrating in such a way so that the water moves up, because you can see the water droplets bouncing up and down behind the big blob.
