There is definately a short in either the
POWER SUPPLY section (look for visible damge, i.e. discolored resistors, burnt transitors etc.)

or the

HOT (High Output Transistor) is shorted (would need to remove to test. If bad Caps & resistorsin same circuit will be bad also)

or the

FLYBACK is shorted (actually the CAP inside).

Voltages and Tolerences vary on what CHASIS (chasis#) is used in the monitor.
