Water cooled pc issues

Hi I'm new to the water cooled spectrum.
I'm having a few different issues with a Titan robela that I bought from someone before I moved. Hoping someone can help out. I have searched high and low for the manual I can not find it.

1. When I turn the pc on it gives me a series of beeps, about 20 then a pause then another series of beeps.

2. When the pc is actually on for about an hour it beeps

3. On the LCD display case under tempeture it always reads 250 and sometimes even in the 400 area. I don't know what this means, also the pump icon is flashing.

It sounds awfully like the pump may have failed. The temperature probe is clearly not producing a decent signal either. Hmmm curious.
 
Does this case have a flow meter to visually see the flow of coolant running through the tubes? Or you can remove the gray plastic cover to access the pump/res and see if it's pumping properly. I don't know much about the Titan robela, but I did find this review which has some good info on it.

Yes. I can clearly access the meter, what am I looking for exactly?
I'm home today and can quickly respond to any post.
