Is there any difference between them ? Are water balloons thicker ? I notice they are rated by inches also... why are water balloons as small as 3 inches ? That's hardly enough room to tie a knot around it after being filled, isn't it ?
 
I just use regular baloons. I know there are special "water baloons" with longer....um..I don't know what the hell to call them...where you put the water in so they're easier to tie, and theyr'e wider too to easily to fit it around a tap without breaking the balloon.. But I just find regular air/helium balooons to work well.
