A rather sharp increase from the standard (if your box is from 2008 at least):

Processor: IntelCore 2 Quad Q8400 2.66Ghz or AMD Phenom II X4 940 3.0Ghz
Memory: 6GB RAM
Video card: 1024 VRAM DirectX 11 Shader 5.0
Sound Card: DirectX9
Hard drive: 25 GB

The older required settings from last year specced an i7 3770 as the high end choice. Looks like quads are finally required for AAA titles.
 
I wonder how my X4 750k @ 4.4 GHz will handle it. Surpringly it's handling everything I've played fine so far. Using a 7850 2GB @ 1225/1425 currently.

where does it say 4 cores are required?

I'm only seeing this "Official Watch Dogs Minimum PC System Requirements:
Processor: IntelCore 2 Quad Q8400 2.66Ghz or AMDPhenom II X4 940 3.0Ghz"

based on this information (q8400 as minimum) I would think a haswell core i3 (dual core) is above the minimum required since it's faster than the q8400, while let's say an A6-5200 (2ghz quad core) is not.
