Was the book 'It' based partly on John Wayne Gacy?

The ending to that book was perhaps the worse of any of SK's novels, which isn't saying much.

His novels are so enthralling. I think the reason they're so long is that he doesn't want to have to end it, and when he finally does it's usually a letdown.

I remember seeing this miniseries on TV... what a terrible adaptation.
