I personally believe its because the show is very weak compared to family guy.

If a show does not perform well, then cancel it. Do not occasionally show repeats rather than putting on new episodes. Fox does really annoying things with their Sunday night lineup not just isolated to this show. They make odd decisions about putting on repeats of one series and not another. They will not show a new episode for a month because they show the same movie repeatedly or a sporting event.
