Warranties on ebay

I'm looking to buy a athlon 64 cpu on ebay (probably used). Some indicate that there is a 3-year warranty and x amount of days left on the warranty. Is that retail warranty really transferable? I guess I should ask for a copy of the receipt? Only problem is that what if the cpu was previously misused or abused and exempt from the warranty bringing me to my next question...would a bad cpu be covered by paypal buyer protection?

Should I only look to get non-DOA guaranteed?

What sort of things should I be looking for (or asking the seller about) in terms of warranty and making sure that I don't get stuck with a dead cpu

Just hunt for deals locally where possible. If you're that worried about warrenties, it's worth the peace of mind.

i would never buy used pc parts like that from total strangers

Just looking at your post I can see you are really worried about getting shafted.
I really don't think you should cheap out on the small sum of money from buying used in ebay. Just buy a slower cpu or something in Newegg, save you a lot of hair pulling and fingers crossing.
