Two options:

1. Blow it up, and call Tom Ridge. Your machine is FUBAR by terrorist spies!

2. Ignore it. It's a pop-up. Get Mozilla Firebird or Netscape 7.1 (based on Mozilla 1.3) because they have an excellent pop-up blocker and [/l] Ad-Aware to sweep your machine for spyware. :)

P.S. The NS link is for the complete offline installer so you can burn a CD and install it on multiple machines without relying on online installer.

I have tried the following:

Gave it my credit card number & Seppuku.
Hid in the closet, but the FBI didn't come.
Changed my appearance, just for you TuxDave ;)
I tried ordering a nuke strike but my ghosts weren't upgraded yet.
Jumping, now my nieghbor is mad at me.
I have the scanner, but not sure what to do with it.
Harvey, your post makes too much sense and I am afraid to try it.
I would install the google toolbar, but I don't know where it is.
I promise to stop touching myself if that will get rid of it.

And it's still there in my link posted above.

Actually I got that same popup using Netscape 7.1. Didn't get it when I was using IE with the google toolbar ;)
