Philips DVP5990 1080p upconverting DVD player with USB2.0
Marked online at $54.99, but my Best Buy had it for 47.99.

Wouldn't quite call this a HOT deal yet, but I Remember buying my old dvp5982 refurb for around $45. These are great players and the only model that will play any of your divx files from USB flash, or a USB hard drive that is not bus powered. I would still take this over a Blu-ray player right now because I haven't seen any blu-ray that will play divx files.

I have the 5982, and except for a few quirks like the crappy menu, slow disk loading and tray opening, firmware updates (read more on AVS forum on how to do it correctly), I'm pleased with it.
I purchased the 5990 for my son from Dell when they had it on sale for $45. + FS. He likes it.

Does this player actually improve the picture quality of standard DVDs and divx files when viewed on a 1080p TV?

Divx files it can't take advantage of the upconverting, but regular DVDs it will convert up to 1080p (with a TV and Movie that supports it). I've noticed that with some DVDs it won't allow you to upconvert them at all. But When I watched the first transformers upconverted vs. my Dad's Blu-Ray copy I'd have to say it was kinda difficult to spot a whole lot of differences.
