yes, as a matter of fact these 2 promotional codes can be stacked! i tried donig it and it worked!
try it urself, just add 2 ps2 games, enter the $10 off 2 ps2 games code, then the $10 off $75 code, and it appears as
"-$20 promotional certificates"
