I have the Core 2 Duo chip paired with DDR-667 memory and a Foxconn 975X7AB SOL series motherboard. Would I be able to get a decent OC (2+ ghz) out of it with the latest bios or would I be better served to save up for a P965 board? Thanks.

you can try 333mhz x 7 in bios for a 2.33ghz total oc. that is relatively equivalent to the e6550 but without the extra 2mb of l2 cache. that way you dont push your ram, and you most likely dont have to raise any voltages due to the relatively low oc. but test it with prime 95 anyways to insure stability. that way you dont have to purchase a p35 board and you can save some money. i dont think you should save up for another board as of yet since the 975 boards are still pretty capable.
